As part of Plan Project Management’s wider engagement on the Bankstown Airport South West Commercial and Retail Precinct development, our services included the planning, design management and construction delivery of a purpose-built Early Learning Centre.
The facility was designed to accommodate 60 children and incorporated the operational and compliance requirements necessary to support the tenant obtaining their State Government approval and licencing to operate the centre.
Development on federally leased airport land is subject to a unique planning and building approval framework. Plan Project Management managed the approvals process for the Early Learning Centre, including obtaining the required Airport Building Controller (ABC) and Airport Lessee Company (ALC) consents.
Plan Project Management led the design management, contractor tender and construction phase delivery for both the base building and integrated fitout works. The delivery was undertaken across two separate contractors, with the base building contractor responsible for the cold shell construction and a specialist fitout contractor completing the Early Learning Centre fitout. This required close coordination of each contractor’s respective design, programme, and construction interfaces to ensure the completed facility was delivered as an integrated development.
The design was required to comply to a range of project-specific regulatory and governance requirements, including Civil Aviation Safety Authority (CASA) requirements applicable to developments adjacent to the live airport environment, as well as government standards and regulations applicable to Early Learning Centre facilities.
